Let's take Destiny as an example. It's locked at 30fps. If we were to remove the lock and it didn't run any higher than 33-35fps average, then 720p would not make it 60fps. If we removed the lock and the average fps was actually (still in 1080p) ~45, then 720p would help it reach 60fps most of the time (though it'd probably still drop to 50 at times).

You start your post with, "no". But we actually agree for the most part.

Some 1080p/30fps games would maintain a solid 60 fps by lowering the resolution. While some might do a frame rate between 50 - 60 fps. Like I said, "it depends."

Eitherway I stand by my original point, "Putting resources into a high resolution leaves less for frame rate."
