The easy answer is... it depends.
A game that maintains a solid 30 fps with no dips at 1080p could potentially achieve 60 fps at 720p. In some cases it might be between 50-60 which is still better than 30 fps. There are also games that could do a better job at maintaining 60 fps at a lower resolution.
Wolfenstein: New Order is an example of how resolution impacts frame rate. That game apparently adjusts the horizontal resolution to maintain 60 fps.
