My first reaction is to think it is HIGHLY unlikely to ever come to the US but given the chances Nintendo has recently took on games like Bayonetta 2 plus the Devil's Third, their change in stance in general with their previous direction of going too much after the "family/casual" market and the unquestioned lack of games available on the Wii U, I think this one has a shot.
Although, I recommend for those that truely want to see the game in the Europe and North America, don't just sign the potention but send Nintendo emails requesting the game as well. It worked well enough for Xenoblade, The Last Story and Pandora's Tower during Operation Rainfall. Doing so early on before the Japanese release may force Nintendo's hand.
