I disagree.
Granted there will be confusion but would it be any worst then what we've seen with the Wii U? I doubt that. The fact is if a parent is dumb enough to buy a Gamepad without owning a Wii U, when no doubt like most controllers it will tell you its only a controller only on the box, then that is going to be on the parent or buyer. It won't affect the sales in any major way negatively, heck did Wii Fit and its balance board cause people to stop buying Wii's.
The problem will be getting software that works well with it and the fact that despite Nintendo saying otherwise their reluctance to bring in multiple local GamePads seems to indcate that the Wii U (whether the hardware or just the UI) and/or the current GamePad probably can't handle multiple GamePad locally being tied to one system. Anyone with more then half a brain can tell you having multiple local GamePad playing on one system offers up more rich Gameplay then just having a single one with standard controllers or Wii remotes, if the system was truely capable of giving such experience without a drop in overall quality we'd have seen it already. And Nintendo making more money from the families willing to buy multiple GamePads for their own use instead of sharing just one.
