When they make the chips, not all them are created equal, some have defects, high leakage, etc, and their will be a few that performs better than the others. Binning splits your yield and usually those special low power chips cost more mainly 'cuz yield is reduced, hypothetically speaking, lets say they got 100 chips and 25 of those meet low power requirements, that means you can only sell 1/4 of your chips to Nintendo. Would AMD/Nintendo want that, can AMD/TSMC supply Nintendo with enough chips and is Nintendo be willing to pay more for specially selected low power chips?
Yea, 4-5W is do able, but will it be feasible?
