Majora's Mask because with only 4 dungeons it wasn't a full Zelda game, it felt more like a demo.

The dungeons in Majora's Mask weren't really the point, though. I shared your opinion my first time through the game - it didn't really feel like a Zelda game to me - but it clicked the second time around, once I realized that the game is about the overworld and the events that take place there. The dungeons' only real value to the game is in how it impacts the overworld: there's a reason why you can warp straight to the bosses after beating the dungeon the first time.

In short, Majora's Mask does the opposite of Twilight Princess, and treats the dungeon as secondary to the overworld. I rather like it.
