What I've read states that Namco is solely the distributor and I have no reason to believe that the distributor for a game can have the kind of power that you are assuming.  http://en.wikipedia.org/wiki/Project_CARS  Slightly Mad Studios is still very much in charge of this title.  


Namco only has retail distribution rights for the game. At this point with all the outpouring I wouldn't be surprised if Slightly Mad offered some incentive to Wii U owners as an apology. However it is fact that the Wii U was one of the original platforms for this title with the PC being the lead development platform. Namco can block retail sales of the Wii U version til 2015, but digital is all on Slightly Mad. However I have my theories on why it's being delayed, and Namco Bandai is that theory. Who's developing Smash Bros? Who wants to maximize profits? The exact company who is distributing Project Cars.
