I get where you are coming from, but I think your comparisons and/expectations are a bit harsh or bias. I think you aren't looking at this or making your observations from the point/perspective of the typical average gamer.

So first a usage case scenario, the average gamer either had a last gen console (PS3/360/wii) or may even be geting a current console as his first console. Both scenarios apply. Now if such a gamer buys only the PS4 and sold his PS3/360, kept it or or never had one of those to begin with, chances are regardless of where he falls in this usage case scenario; that  he will only be getting games for his PS4. And even if he has both a PS4/XB1, he would only be getting one copy of the games available for the console he wants to get it for. So he won't be buying watchdogs for both consoles.

This only wouln't apply and you can completely ignore everything I have typed thus far, if you ONLY bought the PS4/XB1 just to play exclusive games and then o all your multiplat gaming on your PC. Though this doesn't make you fall under the "average gamer" class anymore.

You need to understand that Playstation, Xbox and Nintendo as a business primarily thinks about the average gamer and work under the assumption that that gamer will have only one current gen platform. So to them (at least for sony and ms), when looking at a release year or quater, they aren't just looking at exclusives but rather the whole picture. Nintendo approaches stuff like this differently cause they don't have the kinda third party support the other two have so they have to at least manage an output that should be higher than the other two.

So I understand that you are talking about the available number of exclusives.... but I will put it this way, if you have only one console, everything that comes out in on that console is an "exclusive" for "you". If anything I feel what all this is really an indication of is that the time of having multiple consoles is fast coming to an end.
