Hardly. That's a ridiciculous assessment. Sonic & All Stars Racing Transformed has 25 racers, each of which drive three different vehicle types, making for a total of 75 different vehicles. Each vehicle is leveled up the more it's used, unlocking different mods that affect the attributes of each racer in the categories of speed, acceleration, handling, boost, and their all star move. There are 21 courses, many of which change and morph over the course of the race or offer alternative paths for different transformations and racing styles.
All three transformations feel very different from one another. When in the boat transformation you will be rocked around by waves, which you can also do trick boosts off of. The flight transformation and driving transformations, well...do I even need to describe them?
In terms of modes, All Stars not only has battle mode, a variety of different online modes including standard race, batttle race, chao collecting, it not only has modes you would expect like time attack and grand prix, but it also has a World Tour mode, which is extensives and loaded with things to do. Each of the 20 main courses have seven different missions that can be completed over the course of World Tour's first five worlds, and there's also a sixth world which adds some additional missions on mirrored versions of the tracks. Each of these missions have four difficulty modes as well. The missions themselves vary widely and test your skills in ever facet of the game. There's drift challenge, battle race, pursuit (where you have to chase down a tank that has that changes it's attack patterns and becomes progressively more dangerous over the course of the battle), ring race (tests your skill in the game's flight transformation), traffic attack (driving around several different types of traffic within the time limit) and so on. There are a total of 58 missions here, and PLENTY to do.
The game is barely a kart racer in any case, as it doesn't play much like one. It's essentially an arcade racer with weapons. The game moves much faster then Mario Kart, has a much tighter emphasis on chaining together drifts and boosts, and items don't drive you to a complete stop every time they hit you. Speaking of items, there's a bunch of those to, plus every racer has their own individual All Star move, but this is long enough that I don't feel like getting into that stuff.
And Mario Kart 8? It has 32 courses. It's got 30 racers and three different vehicle types. In addition to the 30 characters, each of which have their own attributes, there are a total of 26 different vehicle frames, 18 different wheel types, and 12 different glider types. If my math is correct, that's roughly 168,480 possible combinations. I don't know how that compares to a racing sim, but a friggin mini game? Dude, just no. There is PLENTY to do and see in this game. It's just as much a full game as any other retail game out there.
I'm not even that big a fan of Mario Kart. The racer I love is All Stars Racing Transformed, which I must have spent at least 20 hours on at this point unlocking racers, completing missions on the hardest difficulty, and playing multiplayer.
And as for Diddy Kong Racing? That game had a friggin STORY mode, with an overworld that could be explored with the game's different characters and vehicle types. I can only imagine what they can do with that on a modern console. Can't say I'm excited for it, but I'm definitely interested.
