Square wants to make as much money on their game as possible. They are not developing, producing, and releasing the game merely to sell PS3s for Sony. They want to sell their product first and foremost. This isn't about what is good for Sony or their brand. I know a lot of hot blooded fans have a hard time separating the two.
Square will simply have better sales of the game if they release it only once the PS3 has reached a critical threshold in regards to the user base. Which in Japan is still incredibly small. They may see this, and may have seen it last year. So they possibly cut back the development resources delaying the game for a few years waiting for the console to get on its feet as it were.
The answer to your question is that development is probably crawling along, and they are not as far along as you would think or hope. | There may well be a lot of truth to this. I think SE will keep FFXIII exclusive to the PS3, but thats where their loyalty to Sony ends. A lot of people forget that FFXIII doesn't exist to sell PS3's, it exists to sell itself.

Well, i agree with this but I also think that if the PS3 weren't around, that square enix wouldn't really have a good alternative as far as which console to support for the FF series. It wouldn't do it for the meltbox360, b/c MS could care less about Japan. It wouldn't do it for the wii b/c the wii just doesn't do a lot of RPG's. Either way, with the analysts saying that the market power of the PS3 will grow this and next yea relative to the other two, Square Enix might be a much more enthusiastic supporter of the PS3 than now.
