It is true though, in terms of city architecture and detail as well as overall image quality Watch Dogs PC has a clear advantage over Second Son, and both titles are an easy one to compare as both are open world urban setting games.
That being said Second Son has INCREDIBLE character models, and has other advantages such as particles. Both Watch Dogs and Second Son look pretty fantastic on character models, and its a pretty hard choice for me between the 2. For Sure in this area Infamous hangs with top end PC.
