I think he's referring to the time when Microsoft had a drought of exclusives but were supporting the Kinect's launch from 2010-2012. They made excuses for their lack of exclusives dodging the fact that their internal studios dont pump out as much as the competition. It made it look like left to their own devices they couldn't make much of anything or they had completely leaped onto crowd Nintendo found.
