You don't need PS Plus on PC, and Steam often gets you the cheapest version of multiplatform games available; so on the long run, paying 50 dollars more than the original price of an Xbox One is enough to achieve graphical parity, and a long lasting system too.
I'm not disminishing PS4 value. All I'm saying is that those arguments of "you gotta pay $1000!" are not really true. On the long run, you'll save more money playing on PC than on PS4, as well. But that also depends on the gamer and his preferences.
