Well, this wouldn't be the first time that a MS executive makes a statement, which then needs to get retracted by 3 other executives. There still seems to exist a discrepancy between various departments, so anything is possible.

I agree with this.  This is not the first time communication between MS different groups were not on the same page.  Best to ping Phil for the definitive answer.
