Yes, I'm not defending patcher, but PS3 has changed it's relative market position since that time in the US as evidenced by sales on NPD and this site. Before, it was the rejected child and now it's within margin of error weekly within 360.
I think it might be a tie. Most people I know that do GTA aren't so concerned about extra missions as they just want to do terrible things out in the streets. It will have some influence, but not all. I think it's more of a competition between those that will get the 360 for much cheaper to play the game or those that will finally buy in to the PS3 for the future titles.
Another factor is how much the media is promoting the PS3 over the 360 this year for the upcoming games and Blu-ray, where last year they were crucifying the PS3, along with store employees. The media has alot of influence over people's choice and it's showing. That may be one reason that Europe didn't have a good reception to the 360 pricecut.
