I only said "partly", do you know what "partly" means? Probably not, too, well, it means 99,9% as well is 0,01%, get it? The other guy said it's not true at all, which means 0%, and that's why he is flat out wrong, it simply can not be that way(almost zero probability, less than if it was 100% true in that situation), but "Partly" it is, no matter how you look at it.
