Over 90% of the consoles still in use are weaker than an Xbox One, too. ;)
Why upgrade the GPU or CPU when all the games you want to play still run fine? You don't have to plan ahead to be on the safe side for the next 5 to 8 years, you can still buy the hardware later when you need it.
Oh and the share of the GPU-models in the June survey which aren't weaker than an XBO are more in the 20 - 25% range than in the 10% area.
