This is totally your use-case but ok, if you are fine with it.
To 720p - Not all games of course but if this feature carries over to PS4 you will have 1080p-games gimped down to 720p - with, again, compression artifacts. There will definitely be a degradation of picture quality. Given how much talk about resolution and framerate there is currently going on I am surprised people get excited about PSNow.
