It isn't, but this brings us back to my initial point... we won't see what the PS4 can really do in Japan until the system starts getting a steady stream of games for that market. The console moving performance of MK8 (aka the biggest game the Wii U'll probably ever get) in Japan has painted a pretty bleak picture for the console over there, it's now up to the PS4 to get games from japanese third parties (which it will) and show if it can do better than the Wii U.
Sales right now are not really representative of what the PS4 can do in Japan.
