When Will PS4 Surpass WiiU in Japan? (If it does)

I'd say this is still pretty hard to predict at this point. Currently the WiiU has a handsome lead on the PS4, but not to a earth shattering degree. Nintendo is going to have a handful of games come out this year that may grow that lead in Japan. And their 2015 line up looks very capable of taking Sony on in Japan. That being said it's still early and Sony might just need a game like Kingdom Hearts to shift the tide there.
