It wouldn't benefit from an engine change because they've already changed engines twice in development. The first go round they had a modified version of Relic Entertainment's engine, then they changed to the Phoenix Engine (the Darksiders II engine) and they changed again to Unreal Engine 3. The transition can get pretty rough, I think that's proven with how long they've been in dev limbo and how poor some of the sections look right now.

Also, the game looks like it's already starting to be polished up from what I saw of the E3 trailer. There are environments that look great (Yoshiwara) and environments that look like shit (Panama), and Ivan's character model looks nice and polished whereas everyone else's looks... well, like ass. It shows me that the visuals are definitely a WIP and likely due to so many engine changes and being in limbo for so long. It also sounds like they have all of the gameplay pretty much wrapped up, they just need to iron out the kinks and bugs.

I'd say this game will be in development for another 6 months or so, and we'll likely see it in early 2015. Possibly late 2014 if they really put their noses to the grindstone and do some work.
