You have no idea what a sRPG is do you? Pokemon is about as far from a sRPG as they come.

So technically it could be a different type of SRPG. It's definately not a ARPG so what else could it be? Is there another type I do not know of? You do use strategy in the game. YOu give some pokemon what type of moves based on how powerful , and how much that move has, then you choose which pokemon you want based on their type. It lvls up higher than most rpgs, and you also use items, and natures for the pokemon.

 They should just have stuck with the name tactical rpg. ANd made another genre that includes games that don't follow the tile format, but have stragety in the gameplay srpgs.
