I've been following news on PSNow for a while and I've never seen the potential for FTP games being part of the ecosystem.
Planetside 2 on Laptops, TVs, Phones, Consoles, Handhelds, Blu-ray players and Pads is a market to big to ignore IMO.

Unless the free to play games are heavily supported with advertisements, I don't see on streaming them would be cost effective.

I'm confused by your post. Advertising PSNow is all Sony will do. People will simply scroll through what content is on offer and pick what they want. More people are likely to hit the 'FREE' button out of curiosity rather than pay money out of curiosity.
