Most likely not, GTA V is 49 sq miles, which is bigger than Morrowind + Oblivion + Skyrim combined (which comes at around 45 sq miles)
Of course, you can drive 200+ mph and fly jets in GTA, so there's that.
They really don't need excessive map, they just need clever map, possibly with lot of nooks and crannies to explore (like Gothic games have).
