I think it's actually a static hardware problem, myself, and simply a natural thing about the industry at large. When you work on the same hardware for 8 years, without ever really expanding into the emerging technologies during that timeframe, there's a ton that passes you by. Yes, they are 'aware' of it, and may even look into it in some depth, but not actually having your hands wrapped around it for the bulk of a consoles lifecycle has it's disadvantages for the next generation.
