Well, that size is relative. In real world units the Skyrim Map may measure 25km2, but, obviously it's supposed to portray an area way bigger than a single city like Kyoto. In reality, a single mountain with foothills would already be larger than 25km2, but in Skyrim there's a whole lot of different mountains and landscapes.
Basically all Aonuma is saying is it will be big.
