Call of Duty: Ghosts got a lukewarm reception yet still did 22M. Bungies biggest hit is Halo 3 with a Microsoft marketing juggernaut behind it and that did 11.9M.
Destiny is a new IP and it will need to grow its fanbase before it can challenge Call of Duty.
