How would Link getting a voice make the story and characters better? I think voice acting generally does improve those aspects, but again, whether Link gets a voice or not, he won't have many lines. It won't make a difference.
Also Mass Effect and Dragon's Dogma (pawns) you can create a character and give them a speaking voice.

Link wouldn't come across as braindead? He is a complete dogsbody currently.
Mass Effect has a pre-created character, Shepard. You are not your pawn in Dragon's Dogma, your pawn is your companion. Plus they don't speak in anything related to story except the ending, and then barely.

Half-Life/Portal is an example of another series with an excellent setting and pre-determined characters whose protagonist is a silent one. The story in that, like the Legend of Zelda series, is not "bad" and the overwhelming majority of gamers seem to disagree with your assessment.
