Pokémon can evolve on the Handheld. Have you not been paying attention to the series or something? It's been incrimental, but that's all GameFreak's fault. Your problems are in the wrong place. It's not the Handheld, it's GameFreak. The series has no need to be 1080p, 60 FPS, or open-world. However, the series does need to change - something that GameFreak is adamant on doing slowly. But, maybe because it works.

That's not to say, however, that it doesn't need to evolve with time - it does, but it doesn't need to be like Xenoblade Chronicles/X. Why would it? Those are different games with different gameplay mechanics.
