I really don't think it is. It's more of a story orientated Stealth/Survival Game than a Third Person Shooter IMO. If you want to look at a 100% Third Person Shooter, look at the first Uncharted game. 

Yeah TLOU favors stealth/survival quite heavily over shooting, the game is pretty ruthless if you try to run and gun. Normal difficulty turns into "this was a terrible idea" within a few seconds :p

Sneaking past clickers was really intense. Fuck the dark dormitory areas. Fuck them so hard.
