So what you are saying is that if someone is going to offer something at a sale price that should then be the normal price?

No. I am saying the option to upgrade with a legitimate price should be available. The game costs $40. They give you an option to buy the game at $20 with all of the characters and no extras. There should be an option to upgrade to the extras without paying the full price of the game. Does this make any sense to you?
