Nintendo also pays third parties for the development of said title for exclusive release on their platform (i.e. the old fashioned moneyhat). They're just more selective and go for full game rather than perks on multiplat games.

Because they actually fund development and publish it. Without Nintendo Bayonetta 2 wouldn't exist.

There are dozens of similar instances of other publishers going and saving games in limbo.
