In short, yes. At least this way M$ can't hand the IP over to some other developer, and I'm guessing that Insomniac has more creative freedom over their own IP's development than they had with R&C, and especially Fuse.
I just don't see why M$ would bother funding and publishing the title if they didn't at least get first dibs on publishing rights for the next few sequels.
