One thing is clear, Nintendo won't buy any IP's by themselves. Nintendo is more about personal relationships with developers. If Nintendo were to make and publish a Mega Man game, it's very likely they would want to approach the original creator, who as far as I can recall, left Capcom. That was just an example.
