Which is fine for an open world. But cloud processing is not limiting the system in any way. the render of the actual scene on the console is what will determine if it is 30 or 60 fps.

No, what happens is that the game stops just like any game dependent on the internet.  Make the game online only and you do not have to worry about all these types of question.  It would make it much easier for the devs and reduce consumer confusion.
