It'll most likely be the most technically accomplished game on consoles, but by then PC hardware will have moved on. Programming to the metal will reduce the gap, but ultimately there will still be a power divide between a PS4 and a top-end gaming PC in 2015.

Ive seen PC games and I dont know how many exclusive PC games take advantage of the graphics for their fanbase without alienating quite a few people. Outside of Crysis its a well known fact that not every has an extremely powerful PC. On consoles everyones power is equal and the games can be optimized for one set box. Its as simple as that. The more you limit things the more you can set the bar for what that box has to offer.

But you can take a game that already looks great, like Witcher 3, and crank up the resolution, AA, fps, etc well beyond console capacity.

Yeah, but guess what? Only a few people will experience that huge optimization and people on consoles will mostly enjoy it equally and respond to a similar type of material. Nothing is created equal in the PC realm which is why peoples answers cannot be gauged accurately. Sure, its higher than consoles, but in the end...what does that amount to if only a small amount of people get to enjoy the full power? Sorry. I'll take the console version and the console exclusives to boot which will grace us with more well tailored games suited exclusively for our consoles. The graphics will be beautiful, the effort will be honorable and everyone can enjoy the game in unison and say "hey, this game is amazing". Nintendos games have beautiful art style and look how they are taking advantage of last gen graphics. Only Nintendo can do that so well and that sealed my Wii U purchase next year for sure.
