All GameSpy supported online services got shut-down. Nintendo, EA, and many others that had their game running on GameSpy infrastructure got affected by this.
Just buy a WiiU for $200 from the Nintendo Online store (refurbished are $200). Once you transfer your Wii stuff to the WiiU, you can go trade it in/sell it for another $40 or so. Keep your controllers which you can continue to use on WiiU
Trade in some Wii games (that still surprisingly hold up their value), and buy Mario Kart 8. Basically if you wish is to play Mario Kart online, it really shouldn't cost you much if you are willing to be a smart consumer.
