It doesn't work with strangers (for the reasons you mention+fairness), only play local or with friends. Also option i think has "Customization on/off" in the menu as i seen a pic of it on neogaf.

Oh, cool. That makes sense. Cuz I can imagine a friend saying, "dude, your character's stats are higher than mine. Not fair." I guess it's for people who have leveled up their characters enough to want to try beating a friend. It really is a cool concept (maybe not for everyone, but still).
