Well with China I think it's because it's pretty much a new market. It's being opened up more and many many more chinese people are gaining a lot of upword mobility.
Also, people are talking about China being huge from a Hardware perspective. Not software.
PS2 tended to stay out of countries that couldn't afford legal games because Sony too the loss leading strategy from Sega.
