Those terriroties are also filled with priacy. Hard to sell an $80 game when they can buy a pirated copy for $10.
Couple that with a lower level of income and the markets are not as comporable to the big 3. If the piracy issue cna be addressed (highly doubtful), then they can become a sizable market.
