I think 8-9m 360, 4-5m PS3 WW. The 360 has a proven that when there is a multiplayer aspect to a multi-platform game, it blows the PS3 version out the water.
A GTA4 bundle for PS3 to me looks increasingly unlikely as we are so near release date and giving this game away in a bundle would severely detriment revenue from the franchise as they have to sell it much cheaper. Anyhow, most retailers here (I live in the UK) are advertising GTA4 with the 360 more heavily (check HMV, they are giving away Live points and vouchers).
Bethesda has given exclusive interviews and in-game details to a lot of 360 magazines so Fallout 3 being PS3 exclusive is definitely not going to happen.
Im not flaming, just giving some facts and what I think.
