That was not even a foul, much less a YC.

Croatia made 21 fouls against Brazil 5. Truth be told, there is one or two YC Croatia dodged there.

It was a definite foul and at the very least a yellow card. The intent was as clear as day (which according to the strictest adherence to the rules is a red card) and players have been sent off for less. I think it helped that his elbow was the wimpiest elbow I've ever seen.
