No, in France there is no this option ^^

So it is Sony Spain who is doing it due to the bad economy, people can't excuse spending 400 € on a "simple" console but if it's only 20 € a month...

400 euros is a lot for them, the unemployment rate in spain hits 26%. Kinda sick.
