They're not saying 20% as far as I can tell, that is just the rough figure given te 1.2m sold (or shipped, did we ever find out?) on a 6 - 6.2m~ install base.
Personally I don't know what fliesher is going on about or that he can judge userbase based on such flimsy attach rates from one or two countries.
The game is around 1.2m last time Nintendo said anything, and WiiU was at 6.17m shipped end of March and is probably around 6.3m sold to retail as of now. That's all that needs to be said really.
