In what way "Steam Machines" are more "consoles" than any other PC with Windows, Linux or MacOS you connect to a TV?
There will be hundreds of configurations, there aren't fixed specs games will be optimized to. They are just pre-built PCs with a DirectX-incompatible OS, a gamepad-friendly GUI and a minor game selection.
