Good review, and although I've been hesitant about this game, I might try it. No 4-player splitscreen though!?
MK on the DS was decent, but the original Super Mario Kart is still the best. Yes I know I'm old...

This must be the passage which confused you:

They aren't saying that there's no 4-player splitscreen, they're just saying that the 4-player local game suffers to accomodate 12-player online game. They don't like the AI getting in the way of multiplayer matches, and they mention that you can turn off the AI players, but only 2-4 players on a course feels empty when the course is designed for 12.

So 4-player splitscreen is still there, it's just that the game isn't designed around it anymore.
