You just literally said it. Dont underestimate Sakurai. Over Half the roster is completely made up just for SSB. If he can make a moveset for R.O.B / Mr Game+Watch and especially character like Captain Falcon (he was just a driver for crying out loud), i think pacman will be a breeze.
Im actually surprised you ask this question with the 4th installments :p
