Who said anything about being ok or not or lazy or not for this or that? I rarely complain about developers being lazy, i think it's stupid of gamers to accuse developers of being lazy (well, lazy programming is usually a good thing, but that's different from the way gamers use 'lazy' to describe developers).
We can't truly know what goes on internally, but game development is full of compromises. Devs always work within certain limits. Sure they can expand those limiters (delay game, increase budget, etc) but usually they have to make decisions to stay within those limits while achieving design goals.

Do people honestly believe they don't have the capability to add chat during gameplay? Or are not capable of allowing more than 12players?Come on they are capable of making a whole game with online chat w/friends, online mp, ranking, and miverse but they can't add chat during gameplay?
