Actually I disagree, Though the userbase isnt there, Persona 4 Golden sold close to the original with less than an 8mil userbase.

Also Persona has jumped up in popularity that i think it has a very strong chance to surpass a million... Need an Ex? Fire Emblem Awakening. Sold on one of the lowest HW and not only has it surpassed 1mil barrier, its going strong and likely to break 1.5mil by end of this year
