If we're talking 10 million combined across all platforms then yes, I think it's possible, but outside of Just Dance their best-selling series is AC, and no single version of that has sold more than about 6-7 million copies in its lifetime. That includes the original AC, which presumably would have spurred on a lot of sales because it was released at a similar time in a console's life cycle.
Going from what I've read of the UK, PS4 sales nearly doubled, but by comparison Mario Kart 8 saw Wii U sales increase nearly sevenfold. I think more of the Watch_Dogs sales would have been PS4/XO owners who were really jonesing for something new to play. The game appears to be good enough to draw in new gamers a bit, but I don't think PS4 or XO have that must-own killer app yet.

Why are you only looking at sales for individual platforms?

Because that gives you a better idea of the actual impact a game has on its potential audience, similar to a tie ratio. If a game releases on Wii U and nothing else, it's only got the potential at the moment to reach about 6-7 million people. If it's something like Watch Dogs which released on almost everything, it's got the potential to reach close to 200 million people. A game can sell 10 million units much more easily if it's available on every console but it might not make a significant dent in any one of them.
That's why I like that vgchartz breaks game sales up into each different version.
